Fellow member Tom Loucks has produced a great PowerPoint slide show on how to easily convert a frame from a video into a high-quality still photo. I tried it and it works great.
The photos Tom and I have produced with this method are of high-enough quality to be entered into any of our competitions or shown in an exhibit, so if you shoot videos with your phone or any other digital device, you might want to give this a try!
